I can not import an ldif with an empty base on an server side.

slapadd -v -b 'dc=""' -l ./root.ldif
slapadd: slap_init invalid suffix ("dc=""")

slapadd -v -b 'dc=' -l ./root.ldif
slapadd: slap_init invalid suffix ("dc=")

slapadd -v -b "dc=" -l ./root.ldif
slapadd: slap_init invalid suffix ("dc=")

slappadd -v -b "dc=" -l ./root.ldif
slapadd: slap_init invalid suffix ("dc=")

slapadd -v -b "dc=''" -l ./root.ldif
slapadd: slap_init no backend for "dc=''"
