Cannot set olcMirrorMode [Was: Brining up replication with an already live server?]

Understood.

I have the SyncREPL module loaded
[olcOverlay=syncprov,oldDatabase={0}config,cn=config] and the
olcSyncRepl attributes defined on the first master [in
oldDatabase={0}config,cn=config].  But when I try to add olcMirrorMode:
TRUE it fails with the following error in the logs -

olcMirrorMode: value #0: <olcMirrorMode> database is not a shadow
