You should not need to run: "Running 'db_recover' solved this problem, 
now slapd stopping/starting working fine without any warning or errors" 
with *any* 2.3 version. With OpenLDAP 2.3 db_recover is  automatic.

Either you or not running any OpenLDAP 2.3 version, or your vendor is 
conning you.
