Do you mean win95 or win98 clients?  Sounds like the clients 
have disabled plain text passwords which you need for Samba's 
PAM support IRC.  If you want to use plain text passwords, 
you will need to set the appropriate client registry keys on 
the clients.  See the */reg files included with Samba's 
source distribution under the docs/* directory.
