I guess you used: http://www.isi.edu/cgi-bin/iana/enterprise.pl which is the only place I know about. We aquired our OID a few years ago so I can't really help with the current situation. The site does say: "The normal time for completing the application process is one week", so maybe a follow-up is justified. I can't imagine being in Singapore counts against you though.
