Applying for an OID arc

Hi Guy,

    I am just wandering how do you go about applying for an OID arc to
start with?

    I remember this has been mentioned and I have tried that route. 
After 3 weeks, I have still not heard anything from IANA.  Any idea on
how I can proceed from here?

    Does this got anything to do with my locality of Singapore?  Like
for instance, Singapore may not be an ISO-body member?
