I'm not quite sure I understand your issue, but as far as I understood it
might be related to ITS#4387 which was fixed in 2.3.20; this may be the
case if the clients you use bound with different identities using the same
connection.  Can you retry with 2.3.20 and see if the problem is
repeatable?
