I searched for this yesterday but must have had my search criteria wrong. I have now fixed section 3.1.4. Section C.0 is a historical record of changes made to the document and will disappear as the draft moves to an RFC, so I'm not going to change it.

Don't know if that was a mistake or intentional. It's not very important anymore, sinced the original issue is fixed.
