Installing perl-ldap on Redhat 9

I was able to get perl-ldap working on Redhat 8, however we decided to upgrade 
to 9 before we put our server out for general use.  Now when I get to the 
point of installing Net_SSLeay it fails because it cannot find the pod2man 
file, which even though it says it isnt, is in my path when I type $PATH (in 
/usr/bin).

Has anyone been able to get this installed on RH 9?
