Netscape Messaging/LDAP - easy interface for Mail Groups?

Hi All,

I'm in the process of setting up LDAP and Messaging server.

Ideally, I would like to set up mail lists for each department -
say Engineering and Marketing etc.
Then give the head of Department the rights to add and delete people
from these mailing lists.

Are there any easy and convenient utilities to allow the managers
to add/delete people? I don't really think the java-based Netscape
console is appropriate.

Short of writing our own Perl scripts to do this, does anyone
have some pointers please?
