But it's very unlikely that a directory user has an LDAP entry on a
server, he/she properly binds *and* preferredLanguage is set to
something meaningful.

Since anonymous access is the most common use-case and LDAP
directories most times does not contain attribute preferredLanguage
an extended operation is the way to go...
