I think the test is correct but the comment is outdated; in fact, as a
consequence to this commit

there remain only 8 rules so the 9th cannot catch any authz any more.  I
cannot swear, but I believe that change was the result of fixing an issue
in the test resulting from incorrect (or incorrectly interpreted) return
codes from ldapwhoami.

Feel free to rework/eliminate the comment, or reuse at will in your tests
cleanup and rearranging.
