This looks like your top level dn that is somehow empty, and the dn should 
probably by "dn: dc=SPSC,dc=TUGRAZ,dc=AT"

Looks like your db admin dn is also empty, you may want to put "dn: 
cn=admin,dc=SPSC,dc=TUGRAZ,dc=AT" as the DN.

Having said that, I suspect the slapcat command you used somehow ended up with 
giving you empty dn's for those two entries.
