Assuming the rule was appropriate for attribute syntax, yes.
But the example you gave won't work (with or without re-import)
as the rule (numericStringOrderingMatch) is inappropriate for the
attribute syntax (generizedTime).  generalizedTimeOrderingMatch
is an appropriate rule for the generizedTime attribute syntax.
