It's not mentioned because it's not needed. In OpenLDAP 2.3 startup scripts should not attempt to recover the database.

What do you mean: not needed?

Because admin took care of everything, and the server will recover intelligently from all failures?

Although it sounds great, lots of posts on this group prove quite the contrary - there are problems with recovery with bdb backends, and for lots of people it takes a couple of crashes to get a good setup.

If it only was mentioned, in Admin Guide, in default slapd.conf file, in would save many hours to many people.
