I fixed it in slapd.conf and everything is fine now!
modulepath      /usr/lib/openldap2.3

$ rpm -qf /usr/lib/openldap2.3/ppolicy.la

Most likely your modulepath is wrong:

# grep modulepath /etc/openldap2.3/slapd.conf
modulepath      /usr/lib/openldap2.3
