First, I would validate that you can reproduce this under 2.3.13. Then I'd file an ITS at <http://www.openldap.org/its/> At a guess, syncprov is trying to register the control twice, which is causing your issue (but that is entirely a guess). You may also want to patch 2.3.13 with some of what I've pulled from HEAD at:
