Unable to change password as a root



Hello List,

I have a problem in changing password for any(/etc/passwd and OpenLDAP)
users as a root. If i do then i get "permission denied". I tried like
this...
# passwd maha     
Permission denied 

I have installed PADL pam_ldap.164/OpenLDAP 2.1.21 and my system is Solaris
8.
My /etc/pam.conf looks like this..
passwd  password required       /usr/lib/security/$ISA/pam_ldap.so.1 
passwd  password required       /usr/lib/security/$ISA/pam_unix.so.1 

Can someone help me to solve this problem? I'll greatly appreciate anyone
response.
