I filed a bugreport at Padl's bugzilla about this some time ago:

No, you have to convert it to UTF-8, then base64, and then use the
openldap tools to add it (slapadd or ldapadd).

Yes, but it's not easy because the tools themselves do not perform the
convertion to UTF-8.
