UTF8 encoding string and filters

Does the search filter work with UTF8 encodings ?

I'm keeping my users name as cn as ascii and cn;lang el encoded with
utf8. when i am searching  with a utf8 encoded cn exactly as i wrote it
in the directory i get the right results. When i change for example the
capitalization i get nothing.
