can acl be separate from the slapd.conf

i want to create an acl so that a node can add new entries for its own
node.

basically, i have different organizational units and each unit has a
list of people that work in that department.  i want to allow the
organizational unit to add new entries.  i have tested this a bit and
found that i can grant write privilages to the node, but i would have to
do it for each individual node.  and i think that the easiest way for me
to do this create a separate file for the acl and somehow have this file
be read in from slapd.conf.

so, basically, is there a way to include another file in the slapd.conf,
or better yet, a better way to go about this?
