My entire slapd.conf looked like this...

include         /etc/ldap/slapd.at.conf
include         /etc/ldap/slapd.oc.conf
schemacheck     off
referral        ldap://ldap.itd.umich.edu
database        ldbm
suffix          "o=nybble.org, c=US"
directory       /var/lib/ldap
rootdn          "cn=Brian, o=nybble.org, c=US"
rootpw          secret

...and I still had to do the -b.  Any idea why?
