You could use the following Perl:

sub unpackGuid
        my $packedGuid = $_[0];
        sprintf "%08x-%04x-%04x-%02x%02x-%02x%02x%02x%02x%02x%02x", unpack("VvvC8", $packedGuid);

$value = unpackGuid(decodeBase64($ARGV[0]));
