T.61 vs. Unicode

I've haven't had time to deal with all the T.61 v Unicode issues.

Basically, my thoughts are to convert all LDAPv2 directoryStrings
to/from Unicode upon input/output and have internals only understand
Unicode.

I don't see this getting done for alpha4, but I'd to have it done
for 2.0-beta.

Help in this area would be greatly appreciated.
