Insert ITS# in ITS message download

If one does "Download message" from ITS and replies without
editing Subject, the reply does not get included in the ITS
because Subject lacks "(ITS#....)".

I suggest message subjects are auto-edited to insert "(ITS#....)",
either when downloading or when they arrive.  (Though with the
latter, it would be convenient to also edit existing messages.)
