After implementing the ACL_DISCLOSE (ITS#3472) in back-bdb/hdb and updating the
test accordingly, back-ldbm fails.  If the implementation in back-bdb sounds
fine, I'm planning to port it to all backends shortly.  If this change is to be
considered experimental for some time, I can wrap it in #define LDAP_DEVEL and
revert the changes to the test.
