RE: Patch: Declare some undeclared TLS functions (ITS#1708)

I just noticed that ldap_pvt.h includes a decl for ldap_pvt_tls_get_ctx()
which doesn't appear to exist. Mebbe there was a function rename at some
point, thus
the missing ldap_pvt_tls_sb_ctx prototype...
