The man page is in error.  I've committed a fix.

I have no problem with providing an example ldif as long as that
example is not enabled by default.  That is, the installed slapd.conf
would have:
        # Administrator defined Root DSE attributes
        # rootdse /path/to/rootdse.ldif

Please feel free to submit a patch.

IMO, that would be a bad thing to do.  I refer those
interested in discussions regarding pros and cons of
vendor information in the Root DSE to IETF LDAPext
mailing list archives.
