A question on the Access control requirements doc..

I think there could be two interpretations of this doc:

1. This spec is the requirement doc for the ACL mechanism that the
 LDAPEXT group is supposed to come up with.
2. The ACL implementations in various LDAP products should meet 
 the requirements stated in this doc.

Could somebody please clarify for me what should be the interpretation ?
(I think it is '1.'.).
Should it be stated more explicitly in the doc ?
