Mark et-al:
Is there a good reason that this draft does not uses 'const' for
arguments that are modified by the library function.

For e.g:
ldap_bind(LDAP*, const char* who, const char* cred, int method)

ldap_search(LDAP*, const char* base, int scope, const char* filter, const char* 
attrs, int attrsonly)
 
Since it standard practice for widely exposed APIs to indicate which 
parameters are modified and which are not, when the API is called.

Apologies if this was already discussed in the list. I couldn't find a 
pointer to the archives.
