It seems to me that there are only two possible solutions:

1) Reject as syntactically invalid any value which would
   not compare equal to itself, as Kurt suggested

2) Specify the fall-back of either octet identity matching
   or NFD/NFC matching (i.e. not compatibility, just
   canonicalisation) for values which fail the LDAPprep
   conversion.

I would personally prefer the second option, although it is
not ideal either, since it would allow the use of characters
added to Unicode since Unicode 3.2. Some of these characters
are necessary for the representation of names in African and
Native American languages.
