error creating DN

I am getting following error when I try to create a dn
by ldif file
# ldapadd -x -D "cn=Manager,dc=webexs,dc=com" -W -f
create_dn.ldif
Enter LDAP Password:
adding new entry "dc=isp,dc=net"
ldap_add: Server is unwilling to perform (53)
additional info: no global superior knowledge
Here is my creat_dn.ldif file outtput
dn: dc=isp,dc=net
objectclass: dcObject
objectclass: organization
o: isp
dc: isp
dn: cn=Manager,dc=isp,dc=mx
objectClass: organizationalRole
cn: Manager
