I suggest reading the code, because the answer is actually fairly obvious 
if you look at slapd-meta/config.c:

               "NAME 'olcMetaTargetConfig' "
               "MUST ( olcMetaSub $ olcDbURI ) "

Yet you aren't using the olcMetaTargetConfig objectClass in your entry.
