No one is talking about "building" the release tarball. What we are talking 
about is my TESTING calls for RE24 that I make on -devel, and how to best 
make that possible for people who are willing to volunteer their time and 
systems to do that.  What they need for that is a tarball of the SOURCE as 
it occurs in RE24.
