The recommendation there (Made by Howard Chu), is to upgrade to 2.3.
Has 2.3 stabilized "enough" to be used as my provider?  Or, is there
another workaround somewhere in CVS for ITS 3572?

The provider code itself has been stable, and it was designed to remain compatible with the 2.2 consumer. But see ITS#3550, due to changes to the 2.3 schema a patch for 2.2 is needed.
