EQUALITY octetStringMatch for JPEG

Hello

Someone had discussed the attribute "JpegPhoto" cannot be added 
with "EQUALITY octetStringMatch", but no conclusion of this 
discussion.

I want to know:
* why the "EQUALITY" cannot be added for "JpegPhoto"? 
* Is there special definition for "JPEG" syntax? 

I have checked the RFC documents, but no any answer found.

Does someone can answer to my questions? 

Cause I just want to compare two JpegPhoto attributes,
