Me: 2.2.14, was 2.1.13.

Hmmm ... this is not like you :)

1: Why has nobody else complained?
2: What happens if you go to line 520 in core.schema? Is
labeledURIObject commented out?
3: What happens if you do 'strings /usr/local/libexec/slapd | grep -i
labeleduri' (or wherever your slapd is)?

Core.schema has been "built in" to slapd for ages, together with
labeledURI. The question is, "why does this happen to you and to no-one
else?"

slapcat and slapadd on 2.1.14 work for me, worked with 2.1.13 - I've
used them.
