Ldap and passwd command

I have been running openldap for a while on Linux but I was wondering, 
how do you let root use the passwd command to change the users password?

Right now, when root does it, it requires knowing the users old 
password. I would like the way the normal passwd command works that if 
you are root, you don't need to know the users password.
