How can I convert a CRL file to a LDIF file?

Hi,

I'm planning to test OpenLDAP with CRL file on my FreeBSD box.
Now I would like to add a CRL file (PEM format) to the LDAP database.
How can I convert a CRL file to a LDIF file?
I can't find the ldif utility mentioned in so many documents.
