It inherits the union of the attributes, with the proviso that a union
of MAY and MUST becomes MUST.
In practice, it doesn't seem to matter if you don't specify the full
derivation chain, but seeing as I'm in the middle of upgrading from
2.0.25 to the far pickier 2.1.17, I'm putting them in.
