Just a guess. I have base cns with 8-bit base64 utf8-encoded
Scandinavian letters /and/ spaces in the cns in my Openldap 2.1.17 / BDB
4.1.25 contact tree, so there should be no problems with that, as such
(have no experience with JiS coding.)

But you have a space between the ou and the o RDNS - and Openldap 2.1.x
doesn't like that.

Try it without the space at that point.
