Not in Active Directory.  The hierarchy goes like this:

top
person
organizationalPerson
user

There is also a residentialPerson class that is derived from the person class.

Is inetOrgPerson ubiquitous?  That is, do all or almost all actual
LDAP directories elect to model people using the inetOrgPerson
