Can OpenLDAP handle 1 million users??

I'm now thinking of using 2 OpenLDAP servers to handle around 1 million
users.
I heard that OpenLDAP cannot handle too much queries at once, I search
through a lot of website..but most of the site just mention about how to
fine tune and improve the performance. I can't really find a site that
has a good performance statistic of OpenLDAP.
Anybody knows any info about it or any website that can help me up?
