That disallows access to the program ldapsearch.  It doesn't
having any impact upon access to information in your directory.
To control access to your directory, use your LDAP servers
access control mechanisms.  These differ from server to server.

OpenLDAP access controls are detailed in slapd.conf(5), the
FAQ, and you'll find numerous examples in the archives of the
software mailing list.  Questions regarding the use of OpenLDAP
software should be directed to the software list.

For other LDAP servers, consult their configuration/access
control documentation.
