SLAPI overlay

I suggest that the SLAPI overlay's configuration default be set to "auto",
conditioned on --enable-modules, resulting in "yes" when modules are
available, with the option of setting it to "mod" or "no" if not desired;
this is to promote the availability of SLAPI in deployments, since its
confinement in an overlay will no longer impact regular slapd operations.
