The vendor.schema file is a new schema file that contains user definable rootDSE attributes. It was added as part of a recent patch that was commited by Kurt a few weeks ago. The file should be in the servers/slapd/schema directory.

You need to check your slapd.conf file to make sure that the root_dse_atr_file option points to the full-path-name of the vendor.schema file.
