HEADS UP: slapd database backend API changes

I just committed two changes:
	1) removed bind mech parameter (not needed)
	2) constification of string arguments

I've built most of the backend (LDBM, dnssrv, shell, passwd,
ldap, perl ) without problems... but have only tested LDBM.
Though I've made changes to other backends, I have not
yet attempted to build them (as I don't have prerequisite
software installed).
