libldap/ppolicy.c and overlays/ppolicy.c used the wrong encodings for tags in
the ppolicy control. While the client and server work together, they do not
interoperate with other implementations that conform to the Behera draft. The
correct values are in CVS:
  libldap/ppolicy.c 1.11 -> 1.13
  slapd/overlays/ppolicy.c 1.75 -> 1.77
