slaptools should be symlinked with -f option (ITS#3070)

SLAPTOOLS should be symlinked with the -f option. when i'm packaging OpenLDAP,
slapd is not at the desired location ( $(libexecdir)/slapd ) at the time the
symlinks are created.
i'm attaching a patch which adds the -f option to the call to ln in
servers/slapd/Makefile.in.
this patch fixes a small syntax error in the same line, too.
