permissive modify ignores more than errors (ITS#3068)

If an entry contains cn: foo and one tries to add:
  cn: foo
  cn: bar
with the permissive control, the bar is not added
as a value.  This because when the duplicate value
foo is detected, the whole modification is ignored.
